WHAT to expect

Singapore Employment Law

In Singapore, labour law is governed by the Employment Act.  It provides for the basic terms and conditions at work for employees covered by the Act.  There are few exceptions, but it generally applies to all workers who have a service agreement with an employer. Managers and executives are not covered by Part IV of the Act, which addresses rest days, work hours, and other terms of service.

Employees who work less than 35 hours a week are deemed to be a part-time employee and, therefore, covered by the Employment of Part-Time Employees Regulations.

Payroll in Singapore

Employees covered by the Employment Act are entitled to receive their salary at least once a month.  It can also be paid at shorter intervals if the employer so chooses.  Salary must be paid:

Working hours in Singapore

Employees are not permitted to work more than 12 hours per day, with the following exceptions whereby an employer may request an extension to the working hours beyond the daily 12 hour limit: 

A worker is limited to 72 hours of overtime each month.

Skills Development Levy in Singapore

All employers are required to pay contributions to the Skills Development Levy fund.   The contributions are used to support workforce upgrading programmes and to provide training grants to employers when sending employees to participate in training events provided by the SDL fund under their national Continuing Education and Training System.  

The current rate is 0.25% on the first $4,500 for each employee’s monthly salary subject to a minimum of $2 (employees earning less than $800 per month) and a maximum of $11.25 for employees earning over $4,500 per month.

Payrolling the employees is a key part of the service offered by an employer of record company. The EOR will calculate and remit all taxes, social securities and similar payments, on behalf of both employer and employee. The client will be invoiced in advance by the EOR company, for the total cost of the payroll.

Yes. Our clients are free to dictate the structure of the employees’ remuneration including any bonuses or commissions they wish to offer. In some countries, there is a statutory requirement to provide “bonuses”, for example in the form of Christmas or holiday allowances.
